IJR is the first unified IT system that digitizes the entire legislative process from planning to promulgation. The system provides a real-time data connection between participants in legislative preparation, enabling faster and more transparent decision-making.
The development of the Integrated Legislative System (IJR) was coordinated by the Ministry of Justice, with the Governmental IT Development Agency (KIFÜ) providing technical quality assurance.
The IJR aims to provide unified IT support for legislative and codification processes, as well as governmental decision preparation.
Based on its scale and complexity, the IJR is one of the largest legal-tech developments in Hungarian e-government, covering the following vast areas:

The Challenge
For a long time, the Hungarian legislative process was fragmented, paper-based, and difficult to track. Central (state) and municipal legislators used different systems, which slowed down work and reduced consistency. There was a need for a digital solution to simplify, unify, and make the preparation and management of legislation transparent.
The Solution
The Integrated Legislative System (IJR) is a centralized IT platform that brings together multiple subsystems. It allows legislators to work within a unified structure using a shared legislative drafting module. The system:
- supports the blind and visually impaired (equal opportunities),
- provides multi-language support, and enables access to legislative commentaries, court decisions, and document templates,
lehetővé teszi jogszabályi kommentárok, bírósági döntések és iratminták elérését, emellett - operates with a modern search engine,
- features automated data management, and
- functions with centralized user management.
IJR is not just software, it is a complete ecosystem covering every level of legislation – from ministries to municipalities. The system serves thousands of users working in various roles, from codification to decision preparation.
The Result
The IJR has digitized and unified the legislative process, improving the quality and manageability of laws.
Those working within the system can perform their tasks faster, more accurately, and more transparently, while laws appear in an authentic, searchable format. Essential data and tools have become available to both central and local legislators, making law-making more efficient and modern, and elevating the quality of the legislative process to a new level.
